Point Junction Improvement Works

Overview

Update 23^rd December 2022

In response to a number of submissions to date we would like to provide the following update and additional information in relation to adjacent schemes relevant to the Point Junction Upgrade scheme:

1. Point Junction Improvement - Phase 2 (developed by Dublin City Council)

The second phase of this project will provide 2 way cycling facilities on the western side of East Wall Road (South). It will also include an upgrade to the current proposed pedestrian crossing on North Wall Quay to provide for cyclists crossing from the 2 way cycletrack on East Wall Road to the proposed Point Pedestrian & Cycling Bridge.

The current General Arrangement Drawing for Phase 1 includes green areas indicating landscaping. These may be upgraded in Phase 2.

A crossing is proposed for pedestrians and cyclists across East Wall Road on the southern side of the proposed junction only. This will be reviewed as part of the Phase 2 design.

The location of bus stops will also be reviewed in the design for Phase 2.

2. Tolka Liffey Greenway (developed by Dublin Port Company)

Subject to planning permission, construction work may commence in 2023. This proposal has been co-ordinated with the Point Junction Improvement scheme. Details are available on the following link: https://planning.agileapplications.ie/dublincity/application-details/145426

3. East Coast Trail (North) (developed by Dublin City Council)

Proposals for an interim scheme from Alfie Byrne Road to East Road are well advanced by Dublin City Council and construction is anticipated to commence in 2023. The Point Junction Upgrade will provide safe crossing for cyclists coming from East Road along North Wall Quay. 4. BusConnects-Ringsend to City Centre Core Bus Corridor Route 16. (developed by National Transport Authority)

An Environmental Impact Assessment Report is expected to be lodged with An Bord Pleanála in 2023. 5. Point Pedestrian & Cycling Bridge (developed by Dublin City Council)

This project involves the construction of a new pedestrian cycling bridge immediately upriver from the Tom Clarke Bridge. This scheme is currently at Options Review Stage and it is planned that the Environmental Impact Assessment Report will be completed in 2023. The project will significantly improve pedestrian and cycling crossing facilities as an alternative to Tom Clarke Bridge.

6. Dublin Safeport Initiative (developed by Dublin Port Company)

Dublin Port is currently implementing a new internal road network as part of this initiative. This includes a proposal to relocate the current Terminal 3 HGV access to Alexander Road early in 2023. This proposal will be in place before the Point Junction Improvement Phase 1 is implemented. Details are available on the following link:

Dublin Port Company (DPC) & Unitised Terminal Operators join forces to launch new Dublin SafePort initiative - Dublin Port

Dublin City Council are proposing to upgrade the Point Roundabout (East Wall Road/North Wall Quay) to a signalised junction in order to provide safe crossing facilities for pedestrians and cyclists.

The scheme will improve infrastructure in the area for the high volumes of pedestrians and cyclists with destinations such as the 3Arena, Point Village, Point Luas stop and other bus stops along with residential and office developments.

Dublin Port Company’s proposed relocation of their Terminal 3 access on East Wall Road (opposite the EXO Building) to Alexander Road will reduce the amount of HGV traffic at the junction thereby facilitating the construction of this project.

The signalisation of the junction is needed to provide safe crossing facilities for pedestrian and cycling at this location. It will also be compatible with the following future projects in the vicinity:

• Tolka Liffey Greenway (developed by Dublin Port Company)

• East Coast Trail

• BusConnects (Ringsend to City Centre Core Bus Corridor Route 16)

• Point Pedestrian & Cycling Bridge

There will be no access to East Wall Road from North Wall Quay for periods of the construction phase. Alternative routes will be via Castleforbes Street and North Wall Avenue.

The scheme is a traffic calming measure and is proposed to be implemented under Section 38 of the Road Traffic Act 1994 in the interest and convenience of road users.
