Former Parish Centre, 12 -14 Carman’s  Hall -  Part 8 Planning Permission for Retention of the existing use.

Site Description

12-14 Carman's Hall is a two storey building located along Carman's Hall in Dublin 8. The site is bounded by Garden Lane to the west, the rear of Mews Garden Court development to the north and a vacant site to the east which is located at the junction of Francis Street and Carman's Hall. The premises were formerly used as a Parish Centre and known as St. Nicholas of Myra, it is in the ownership of the Dublin Archdiocese. The permitted use under the lease is as a temporary accommodation facility to cater for the needs of homeless persons and the term of the lease will cease on the 1st of September, 2021.

Current Position

As restrictions are easing during the current Covid-19 Pandemic, the Dublin Region Homeless Executive (DRHE) & Dublin City Council’s Housing and Community Services give notice that planning permission is sought for the retention of the existing use for a further period of 12 months, until cessation of the lease, of the former Parish centre at 12-14 Carman’s Hall. This is to ensure the continued emergency accommodation of homeless persons during these unprecedented times. This service is funded by the DRHE under Section 10 funding from the Department of Housing, Local Government and Heritage. The service will continue to be operated by the Dublin Simon Community.

 

 

ADDRESSING LOCAL AND REGIONAL DEMAND

The management statement prepared by the Dublin Simon Community confirms that Carman’s Hall accepts referrals from Dublin City Council Central Placement Service (CPS) only. People placed by CPS must be registered as homeless in one of the four Dublin local authorities. Some of the residents are from the city centre and the Carman’s Hall area so therefore Carman’s Hall and other homeless centres are responding to both a local and regional demand for homeless services

Pursuant to the above, notice is hereby given that planning permission is sought for the retention of the existing use for a further period of 12 months of the former Parish Centre at 12-14 Carman’s Hall, Dublin 8 as emergency accommodation for people experiencing homelessness, as necessitated by the Covid -19 pandemic. The proposal is in accordance with the policies and procedures of the Dublin City Development Plan.

Plans and Particulars of the proposed development may be inspected or purchased at a fee not exceeding the reasonable cost of making a copy for a period of 4 weeks from 13th August, 2020 during public opening hours at the offices of Dublin City Council, Public Counter, Planning and Property Development Department, Block 4, Ground Floor, Civic Offices, Wood Quay, Dublin 8, Monday – Friday 9.00am to 4.30pm by appointment only.

The Local Authority has concluded following a preliminary examination that there is no real likelihood of the proposed development having significant effects on the environment and therefore an EIA is not required. 

A submission or observation in relation to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made, in writing, to the Executive Manager, Planning and Property Development Department, Dublin City Council, Civic Offices, Wood Quay, Dublin 8, or online at http://consultation.dublincity.ie before 4.30pm on 23rd September, 2020.
